The difference between 113 and 117 is 3.5%, it could be tire size difference from factory, tire wear, and or the speedometers accuracy.

In my exerience, the kind of people who lump all cops together as scum bags, are typically the kind of people that have more run ins with cops than the average joe.

You know how many run ins I've had with scum bag cops?
Zero, because, I know that telling a cop to go screw himself, or telling him he should be off stopping real crime, is a pretty poor way of getting sympathy from someone who has a tough job, and has to deal with a lot of jerks throughout the day.

To add to this I've been let off of tickets more than once because I do the "yes sir, no sir, three bags full sir". I got pulled over for 20ish mph over the speed limit in San Diego this year. I played the polite Canadian card and was honest about speeding and he let me go with a warning. If I had been an ass about it I would have got an expensive speeding ticket.

No kidding, I'd love to see a 57% grade hill. The steepest in San Francisco is 31.5% (17 degrees). Good on us for being almost twice as steep!

The only run ins I have had is at check stops, pulled over for speeding and from knowing/interacting with them off-duty.

I have never told a cop to go screw himself or told him he should be off stopping real crime. Only ever said yes sir and no sir for the most part when talking to them.

I found that the cops usually only pull over the young d-bags who drive an older Honda Civic who think they are invincible, or those a-holes who drive big trucks who think they are the bomb. People driving really nice cars (brand new BMWs and the likes) don't get pulled over as much...

Another question, had anyone ever got dinged for distracted driving?

Because so far you haven't done a very good job defending your position that most cops are scum bags, and you're interactions with them has nothing to do with it.

Scum bags may be a strong word but I definitely think they are not there to help people or make the area they cover safer, they are there for the power and to push people around.

I have said my personal interactions and viewings are what my position is based on how else should I make a judgement?

The scum bag comment is from thinking that cops, especially while on duty, should be held to a higher standard than an average citizen and from what I see they are far from that.

For anyone who thinks that the courts believe a cop because they are a cop are mistaken. That is not even close to being the truth at least here in Calgary courts.
