The article says the 17 months includes another unrelated crime. Most of the other rioters don't have a previous record so they'll be getting much less then 17 months.

Yup, I would think this will be one of the worst sentences we will see... His criminal past expedited the case and made it easier to convict him. Also, this first conviction timing was likely intentional as it will get the most publicity and the public will think this is the type of sentence most convicted rioters will receive.

Ryan Dickinson, 20, admitted to trashing an unnmarked police car and vandalzing a clothing store, but he claimed he was merely "caught up in the moment" and argued his crimes weren't as serious as other rioters who were on the streets that night.
What did other people do thats worse?

Chucking a brick at a cop's head. Engaging in a mob attack of a dude defending a store from looting. Those are certainly more serious.
As for his sentence, it is likely one of the most severe we'll see. His prior record, the fact he was on bail when he committed these offences, makes it much easier to give him a jail sentence. Most of these kids will have no priors, and the court will not give them jail time. I could see lots of conditional sentence orders and probation coming out of this, but I think this fellow will be one of very few getting significant time in the joint.

Dude has a criminal history. He was on probation. 16 months for rioting and 1 for breaching probation. I imagine the 16 would have been lower if he were a first time offender.
