Actually if you rewatch TNG episodes post "Best of Both Worlds" it was very in character. He really really REALLY hates the Borg.

Picard never loses his  in the entire 7 years of TV like he did in that one movie.
If you watch future seasons of Star Trek he shows mercy to the borg. Even choosing not to exterminate them in a future season finale/premiere when they had a chance.

Exactly, the episode where they name that Borg youth that they capture, and Picard chooses not to exterminate them. Picard realizes that the Borg are their own race, and have a right to exist... Unlike the movie version Picard, who's a genocidal maniac.

I think it works because although First Contact fails as a Star Trek movie, its still a great action movie... Unlike the others, they failed at absolutely everything.
