Go to the buy/sell forum. I've got a car for sale that I've started a few times in this weather without needing to be plugged in. Problem solved. 
When I was in university I parked on the street and just plugged my car in and had the cord on the sidewalk. No one ever said/did anything. I had block heater, battery heater/blanket and an interior car heater. I used to get into that thing and it was toasty warm and started no problem. It was fantastic! The interior heater was so warm there was never even snow on my windows. It would melt as it landed. Probably was a fire hazard and a waste of power.

I have no idea if its legal or not but I cross at least 5 in Crescent Heights walking to work.

I don't really find it a huge issue. I'd say there are about 2 weeks total a year that you actually need to plug your car in (this week being one of them) and bright orange cords aren't really that tricky....

Just drive your car onto the sidewalk, problem solved. Don't need to cross the walk with the cord then.

You can purchase a pole thing that will run the cord over the sidewalk. Looks kinds silly but works.
Back when I was parking outdoors (underground FTW!) I would put it across the sidewalk and attempt to cover it with snow.
To the poster who said he unplugs them, you sir are an ####### (unless you were joking).

Much better.
Alternatively, one could put a little diesel generator out in the street and hook it in that way. Might be loud as hell (check to make sure it's not so loud it breaks a law), but no one would trip and die.
Perhaps helmets should be mandatory for winter sidewalk walking?

I would just do it and if someone calls bylaw on you I would bet you get off with a warning the first.
I would bet that no one is a big enough jerk to call bylaw on you when it is below 30. Just keep it off the sidewalk when its not plugged in and keep it neat when it is plugged in.
And bring it in next week when it is back to normal temps
