That's a Daedric warhammer, you can create one at 90 smithing (plus applicable perk allowing you to craft it), or find/buy them once you are quite high level (around 50).
It's been improved (use a grindstone at a blacksmith), to improve it's base damage and give it the (LEGENDARY) tag.
Then it's been enchanted with +Fire Damage, through enchanting lol. When you enchant things it gives you the option to rename it, which he has. Heads up though, if you want to improve things AND enchant them you'll need smithing 60 and the arcane smithing perk. Otherwise after applying the enchantment the weapon will revert to base normal damage.
FYI though, even an improved Daedric Warhammer doesn't have a base damage as high as shown in the screenshot lol. That's the final number after perks (like 5/5 two-hand mastery for +100% damage), enchantments (like enchant ring with +45% two-hand damage), your skill in two-hand (dmg will improve as your skill does), and any other bonuses you may have.

i don't have the perk to enhance enchanted weapons, i've always just done my improving first and then the enchanting. neither my armor nor weapons have lost any stats when doing that

That is the way I do it right now. This way only works for crafted weapons though, so I think I might get the perk to cover drops.

Why would anyone roll an Axe? Axes are always the worst choice in any game where the choice matters. Hammers and "S" words are always the way to go. Extra crit, or armor ignore.
Space Marine too. Thunder Hammer or Chain Sword. Power Axe was balls.

i actually got rid of my hammer and made an axe. i kept beheading people with my hammer which seemed pretty ridiculous (because of a 2-handed perk) so i went with the axe to make things look better, and because swords are stupid

I've always been a fan of axes. In Diablo 1, I was around with a king greataxe of haste and loved it.
The axe in skyrim is slow as hell, but I love it. I had a sword but I didn't like it.

So your goal in fantasy life is just to be the court executioner, to suffer the same fate as the schmoe at the beginning of the game and every other court executioner in a fantasy setting since time inmemoriam (an arrow to the heart at the last second before an execution)?
I dunno, sounds to me like you need those bleed effects because you have a case of the sucks-at-skyrims. =|

when you're dealing with 400+ base damage, it doesn't matter what effects your weapon has. my axe is still one shotting everything the same as my hammer did, it's just that now when i lop someone's head off it doesn't look ridiculous (if they had changed the animation so that i crush someone's skull with the hammer instead, i wouldn't have switched)

Haha, I can't stop laughing at this.
Tell me this. where I can find more deadra hearts so I can make a hammer and two handed sword? And other than oblivion and the Azura's quest.

Four Daedra Hearts can be farmed from Dremora Kynreeves at the Shrine of Mehrunes Dagon, east of Morthal. The NPCs respawn after a few days, establishing the Shrine as perhaps the only efficient location to gather Daedra Hearts. What you're typing is probably well thought out and true, but all I'm reading are terrible excuses for why you suck.
Honestly, if the hammer animation was in line with a hammer (hitting the head, sending it fifty feet away from the body) the animation would be sexy and I likely would have opted for an MC Hammer only sound track while playing. As it stands, you're talking about why I use "S" words. Their buff is also better than what Axes bring, though the top end damage is lower when you crit at 3/3 ain't nothing gonna survive. Also don't have the stigma of using the worst fantasy weapon.
