And what if they do? This doesn't set a legal precedent. The city isn't obligated to act in a certain manner in all situations, they are free to use discretion. If a subsequent group comes along with a different set of challenges the city is free to respond to them differently.

Has the city published any kind of real information regarding where the $40,000 and rising damages cost is coming from? Not passing judgement here, but just wondering how they're breaking this down beyond replacing grass. Any link/info would be appreciated.

How can you know so little about group dynamics to not know taking their shelter, personal belongings and toilets (still can't believe that one) would cause a problem? I'm talking just on an intuitive level. You honestly don't see how a cop rolling up somebody's tent, face-to-face with the tent owner, wouldn't obviously lead to a physical altercation? Come on.
They are being perfectly peaceful, which is why they aren't really a problem that needs to be solved with force.

That leads well into your second point, a key difference with the examples you cite is that they are actual goals, not vague idealism masquerading as a protest. Nope. Just as I don't have a problem with the Teamsters pickets I see all the time, the marches around town or any of the other activities that allow people the ability to make their point while also respecting the rights of others to live their lives.
I'd actually be likely to be a supporter of both of those initiatives you put forth.
