She's either got a huge huge secret voting base, or more likely she's using an IP anonymizer like hotspotshield and some cleaver scripting. Or she's gotten a Russia botnet at work for her.

I decided to get up and try to see what I could do with scripting, but I'm rustier than I thought. I can't remember how to script in AutoIt, but I'm sure anyone that does any sort of programming on a regular basis could figure it out in minutes.
Any volunteers?
