I'm not an expert on Florida, it's geography, demographics, and traffic patterns etc, however this post off hfboards sums up my theory on why the Rays have such a low attendance:

It would be the same if they put the Saddledome out in Airdie. Everyone in the SW would not likely bother except in some special occasions.
