Is this a joke? Smoke detectors in corners? jerry rigged alarm looking systems with thick wires running into carpet, a closet that is locked in your own home..........
I feel for them, I really do but some common sense needs to be used in this day and age.

Maybe this is a mis understanding and the tenants signed a document to be on a low budget "Big Brother". The tenants will be sued for slandering the landlord?

In their defence it's pretty common for landlords to use rental properties as storage space and lock certain areas.
The smoke detectors and the non-functioning alarms were conspicuous looking, but you'd be surprised at what you'd find in a lot of rental properties. You actually do find old alarm systems, intercom systems, old smoke detectors with large wire running from them (pre-date the tiny batteries in the new ones) etc... It's easier for landlords just to leave the non-functioining stuff there than gut it and replace it.

Yea I'd say it was a pretty elaborate system, although really poorly done, but someone did go to a lot of trouble. I think it was a mistake to make this story public, now if the perp sees it, he won't come anywhere near his router to pick up the signal. Should have called the police and let it continue, look for "the guy in the van" or whatever.
