I suspect competition will take care of that issue over time. As streaming media becomes more and more the norm, the ISP with the best deal will become the ISP of choice, and they will compete for that business. Here in Oz, it's the opposite chain of events occurring. Plans were / are capped by the big telcos like Shaw is doing in Canada, but recently some smaller ISPs have been popping out far better deals than were ever available before. For example, I can get a $60 plan from TPG which is phone + unlimited ADSL 2+ (20,000 mb/s). I think you'll see a backtracking of the restrictive & expensive cap trend in the next few years - consumers will demand large bandwidth, and somebody will be willing to price it well enough to get their business.
