I can't really talk about many of those cities because I have never lived there/spent a significant amount of time there.
But I can say that Regina is ranked too high. Saskatoon is probably right around where I would rank it. Not in correlation to any of the other rankings, just about the place I would expect it to pop up. Middle of the pack for top 25 in Canada.
It is a great city that gets a bad rep because people judge us on Regina (which is like judging Calgary by Edmonton fyi), our overzealous football fans, and the fact that there is nothing around us. Besides thousands and thousands of beautiful parklands/lakes.

The simple fact Vancouver isn't on that list, but consistently is #1 on other lists kinda makes this list irrelevant IMO. You can't tell me normal, regular people would choose places like Winnipeg, Regina, Saskatoon, Burlington, etc. over a place like Vancouver.

I grew up there, and let me tell you, there is basically ZERO career opportunities for young people there. It's a decent place to grow up, a decent place to get an education (Brandon University and ACC), and a decent place for baby boomers with established careers. But once you graduate your options are the Maple Leaf Hog Plant, or the service industry.

Does anyone realize this list is on Moneysense? Did anyone read the actual criteria?

Couldn't agree with you more. The lack of good restaurants also drives me nuts. While Earls is fine, it's not the be all end all like people there seem to think.

Well maybe they would have if the OP hadn't buried the criteria in the first paragraph of the first post in the thread.
Even if you do know the criteria, it's still very complicated.
Is housing cheaper in Regina than it is in Vancouver? I don't know, I'm not a real estate expert.
Is there less crime in Brandon than there is in Calgary? Who knows?
Is the weather in Victoria better than it is in Toronto? What am I, a meteorologist?

Victoria's #2? WTF? Probably one of the last places in Canada I'd like to live.
I'm in Vancouver, surprised it's on the list but I'd say Calgary is a far better place to live than Van... in terms of a city. Don't like (generally speaking) the stuck up, egotistical type of people Vancouver produces. Geographically it's nice :P
