Mine would be:
 
Megatron. He'd be leading the armies. Any legion of doom could probably use a fusion cannon capable of drawing power from a quantum singularity. Galvatron comes in a close second, but it would depend on whether it was movie Galvatron or cartoon Galvatron. The cartoon version was an insane fool, while the movie version was voiced by Leonard Nimoy and at least seemed to know what he was doing.
Tiamat from the D&D cartoon. We'd need someone or something who could dominate the skies, and what better than a 5 headed dragon who can breathe acid, fire, ice, poison, and lightning?
Mirror Universe Kirk would have no problems slaughtering tens of thousands. I believe in later episodes of Trek, he became Emperor Tiberius.
M. Bison would be in charge of creating the super soldiers via genetic engineering and harnessing the power of chi.
Lex Luthor would be in charge of financing our wars, and public relations.

Mirror Kirk rose to be emperor because Mirror Spock was the power behind the throne. Plus he only rose through the ranks in Starfleet because of the Tantilus Field. He was nothing but an oafish brute.

Remember that mirror Spock eventually betrayed Tiberius and tried to install (Gag) a democratic empire that recognized all members as equal, and abolishing slavery, and he was paid back by a Cardasian, Bajorian, Klingon Alliance that plunged the orderly Empire into a civil war.
Forget Mirror Spock, Kirk should have killed him first.
