Personally I tend to approach something by coming up with a list criteria which to take into account. Here's some that come to mind.
- Length. For example, Ed Wood's films are actually pretty easy to watch because they're pretty short. (BTW, for those who want to see a really BAD film by Ed Wood, try to get your hands on "Glen or Glenda." Whoah...) 90+ minutes is I think a minimum.
- Originality. There needs to be none. If there's even a single somewhat good idea in the film, you're automatically disqualified. There's just so many movies that have none of this.
- Incoherence. By this I mean that the film keeps breaking it's own sets of rules. Irritating as hell, and this is a pretty clear sign of bad storytelling.
- Bad script
- Bad acting
- Stupid/bad/disgusting moral viewpoints
- Not thoughtprovoking
- Not entertaining
For example,
Battlefield Earth manages to tick off just about all these boxes, based on what I've heard. A film that comes to my mind is
The Aviator, but the basic story was interesting enough that it was at least a little entertaining, even though it was mutilated to a point where it had at times very little to do with known facts.
"
The Crash" by David Cronenberg was I think one of the worst movies I've ever seen, ticking just about every box on this list (except for acting and coherence). It was also rather extremely unpleasant to watch.
"
Daredevil" starring Ben Affleck was extremely bad too. I also agree on Ultraviolet being notably bad.
But, I also watch a lot of indie/B-movies for various reasons, and there's some really unbelievably bad movies there too, although for other reasons. (I mostly watch them because those movies are much more likely to have original ideas in them than the major productions.)
Some really bad ones that come to mind:

Ilsa-films, especially "
Harem-Keeper of the Oil-Sheiks" (since I though it was the most boring one). I think you could mostly call it torture-porn-exploitation with fetish flavourings, excepts there's not that much sex of any kind really, and mostly they're just disgusting and boring at the same time.
- "
Forest Warrior" starring Chuck Norris. Definite camp-value though.
And then there's movie's like "
Pinata Survival Island".
In any case, anyone interested in really bad movies, check out
