No, it is poking fun at the Catholic Church and the atrocities that they have committed and condoned. The only way you could think that I am poking fun at the victims is if you think young boys wearing swimsuits are asking for it.

In your example I'd have to be blaming the kids to be doing the same thing. Only an idiot would think that making fun of the Catholic Church for it's history of child abuse is the same as making a misogynist joke that blames a victim for the crime committed against her.
