I got off an impaired charge many, many years ago. Two of us got charged for driving the same vehicle at the same time...The cop ruffed me up while handcuffed, he had a history of abuse, and once my lawyer started going down that road, it was over.
This story contradicts your point that cops are a bunch of unaccountable gunslingers.

Did you get the head bonk while getting into the back seat of the cruiser? I don't think that's "roughed up" for someone picked up for impaired driving - that's getting off easy.
Well I tend to think that in the poor ghettos of Americas largest cities, there are not many security cameras around to catch the abuse. I would also expect the total level of abuse to be higher because of the corruption and overall nastiness of dealing with the gangs, drug dealers etc.

Overall, with the increased proliferation of smart phone and cheap video cameras, if the number of recorded incidents was to stay the same, then it would mean that very likely the amount of actual incidents was reducing.
Unless you want to argue that video camera are actually not easier to get now, compared to 5 years ago.

I'm sure there is alot of one on one abuse that doesnt get recorded.
And I should clarify what I meant about no cameras in the poor inner city areas. I know most people have cell phones, but the businesses in these areas don't have enough money to have cameras covering the streets like they do in newer, more big-business areas.

I would argue that the business in these areas are the exact ones that are more apt to have video cameras... it's not like systems are expensive these days.

So you think there is more overall surveillance of public areas in the poor inner city ghetto's?

There is more overall surveillance of all types in society in general, not just from security cameras. The rate of adoption might be slightly lower in lower income areas. However, unless you are trying to claim that this drastic increase of police brutality is only happening in these areas ( a very dubious claim at best), there would still be an increase in reported incidents.

No that is not what I meant, I was just trying to use it as an example to support the idea that more police abuse goes un-reported/un-recorded than does so.
I think it would also be harder to catch night time police abuse on the street. Sometimes things happen quickly and a witness does not get the camera out in time, or there are no/few witnesses to begin with.

I will totally admit that most police abuse goes unreported/recorded.
How is it relevant if more abuse goes unreported than what is reported? The idea at debate here is if there is an increase in police brutality, or bloodlust, in recent years or if there is simply more of it being reported to a wider audience which makes it seem that wat.

I'm sure you would make a great cop with that winning attitude.
