Here's an idea that with a little tuning might actually work for me:

Ok...here is the game...every time you score you get to celebrate...the game resets every 60 minutes and you win if you get to celebrate more than your opponents.

The speeding one is a decent idea, and would actually work if everyone knew the rules.
The recycling one, is fun, although it would kind of backfire if it made people go out and buy bottles just so they could toss them into the recycler arcade.
The waker I sort of have a problem with. It seems as though we need a stimuli to do anything now a days. If you want to wake up at the proper time in the morning, isn't it a better idea just to go to sleep at the right time? Making a game out of things people do every day and shouldn't have a problem with is crossing a line for me. If you have to depend on a game to wake up in the morning, there's no hope.
the speeding lottery seems like a bad idea for a few reasons.
1. who is handing out these citations for speeding? if its the cops/city I really dont see them sharing their cash cow to hand money back out. If it is a private corp. who would actually pay and how do we make sure they dont abuse it if people actually pay up.
2. the average speed before was 32 in a 30 zone, after it was 25. Am I the only one who thinks this isnt a good thing? 25 is way too slow, thats like getting a bunch of people to drive only 80 on deerfoot to try and win this lotto thing. its going to cause major traffic delays instead of keeping the flow of traffic moving at the speed it should be going.
More importantly, I think most of the stuff is appealing because of novelty value, and could in the long run have a negative effect due to irritation (or boredom after the "fun part" is taken away).
However, the line of thinking is kind of intriguing. Carrots instead of sticks and guilt trips.

1. I assume it would be very easy to get a city/police force to agree to this as a test. Especially if the company, VW in this case, tossed in a bunch of extra money to administer it.
2. If you noticed in the video (at 0:46 - 0:48), that zone was a school zone, hence the 30km/h speed limit. If you think 25km/h in a school zone is way too slow, I hope you never drive near my house.

I know of a study (I forget where) that tried to change a person's job to mimic the leveling up system of an RPG in order to motivate the employee. I am not sure where to find the conclusion of the study, but this relates to the fun theory.
I have been guilty of playing one level of a video game over and over just to get rewarded with an upgraded sword, making a dozen or so hours of leveling up worth it.
