He's getting the numbers even before the city. Since most of your are Flames fans, I'll type slow.
The votes are counted by hand, each candidate has a scrutinizer, unfortunately. Anyways this person witnesses the count and is getting the number before it is reported to the city. This scrutinizer reports this number to the central scrutinizer who is tweeting the number. Way quicker than watching the city's webpage.
