when you speak to them one on one, they're have the ability to be mature, the problem is when they're all hanging out with their friends.
I know even now i have the same problem when i'm with my friends.
Sports riots are triggered by mob mentality, the exact thing you're talking about.
I agree that people are stupid in groups, but, forcing silence at lunchtime is just another oppressive thumb pressing down on kids in our government financed indoctrination facilities. It starts with "Get in line". Then it becomes "You can't sit next the THAT person". Now it's "You can't speak at lunchtime".
I want to thank the school system......I really look forward to owning a few of these mindless zombies one day.
Ha, if people got into teaching for the long stretches of silence and unflagging respect from young people, they need to seriously re-evaluate their job selection skills.

15 minutes of silence is a long stretch? When I was in elementary we had silent reading for 15 minutes every day.

Ah, early morning post writing foibles. No, it's not a long stretch at all. I guess my point is more along the lines of ... why? What is wrong with giving the kids some time that is theirs? I'd imagine the supervision and vigilance needed to preserve the silence would be more stressful on the staff members than just letting the kids chat with each other for 15 minutes.
If a school is instituting a rule like this then I'd certainly imagine that they feel the same about in-class time. I personally don't think there is anything wrong with students talking at appropriate times. Heck, we all spend time at work socializing when we could or should be doing work. Sometimes people (not you specifically or anything, more of a general 'people') forget that kids are kids ... they are not little adults.

If they felt the same about in class time, then there wouldn't be a need for this rule because the normative culture in the school would dictate that you be quite in the school.
I agree kids will be kids and you cant, and shouldn't try to, change that. the article didn't specify a reason for the silence rule, so I am going to assume it was a reaction to incidents that have recently occurred within that situation that warranted it. Its not like a normal group of teachers sit in the teachers lounge every day openly with each other to oppress their students. If information comes out contrary to that, then I will gladly re-evaluate my position, especially if it seems the least bit unwarranted.
15 minutes isn't the end of the world and it certainly doesn't reek of oppression.

I dunno, it sounds kind of creepy if you ask me. So for 15 minutes, all you hear is music blaring through the PA system and kids getting in trouble for making any noise? I get this mental image of a bunch of kids being brainwashed with subliminal messages. "the English is eeevil...you must speak French...Celine Dion is the greatest performer in the history of mankind..."
Meh, this has effectively been the policy at both schools my son has attended (in Calgary)
I don't care for it but the rationale is they only give these kids 15 minutes to eat and they're not allowed to take food outside so they want the kids to eat instead of talking.
I personally think it's overkill to a degree, but there's at least a somewhat legitimate reason behind it.
