What do you figure signalled the need for this change? Not enough tickets in School Zones or some actually endangered kids?

I think what he's saying is that 90% of schools also have playgrounds which children play on in the summer even if there is no school. Therefore it makes sense for school zones to also be playground zones since the school will have a playground.

Thank You......that was *exactly* the point.
All of the laws in this area are borderline ######ed. School playgrounds apparently don't get used after 5pm, playground zones get used based entirely on the actions of the sun, and now we have to know whether a school is year round. It's more of a hassle than it ever needed to be.
Why not: In places where large groups of children play, the speed limit is 30 kph from 7:30am - 7:30pm. How friggin' complicated would that be?

Where the playground is, there's playground zones. On roads beside schools that are nowhere near the playground zone, a playground zone sign isn't required.
Also, not every school has a playground, only elementary schools do.

Aparently, according to the article I read, playground zones are the domain of the province, whereas school zones can be set by the city. So they would have to change the rules to make playground zones earlier. They are looking at harmonizing them, but it's not something that will happen in the next while.

They should probably just put up plexiglass baricades along the roads with playgrounds, oh and also put kids in bubbles so if they still get hit they just roll home unscathed.

Schools start earlier.
When did we start school as kids? 8:45?
It's closer to 7:45 now. More convenient to start early as parents who work early drop them off.

I can't see flags when going 70 either. It is also dangerous as my eyes should be on the road and not in the sky.

The thing I hate about playground zones is the before and after sunset terms. I mean, I generally know when the sunsets, but not specifically. Usually, once it's dark, I ignore the sign.

FWIW, it actually seems to have far more to do with busing than anything. Elementary schools typically start at 8:00 or so while Jr./Sr. High typically begin closer to 9:00.
This way, the bus can pick up elementary kids, drop them off, pick up Jr. high kids, drop them off, and then take elementary kids home before taking Jr. high kids home. Saves money I suppose.
