Yeesh. I hope Nenshi and Hehr can get some public noticeably fast. Otherwise they won't even have a chance as it will only be a McIver and Higgins race alone. *shudder*
If Higgins doesn't have much of a campaign that grows Calgary like Nenshi or Hehr show visions of, and she or McIver wins, I've lost faith in democracy.

Can someone please explain to me what extra money we're talking about that should perhaps be put into infrastructure or given back as tax breaks that is somehow relevant to municipal politics?

I think the talk of a surplus arose from someone talking about it hypothetically. So, there's no "extra" money kicking around, at least in the context of this conversation.

That was my understanding as well, since the word "if" was used.
As I understand it we (city) is heading into a 60M shortfall next year.

Why vote for Barb? Its pretty simple. As you have said yourself McIvor is terrible. McIvor has an early lead and McIvor is the worst option for this city. So how do you do what's best for the city? To me the answer is to vote for the most popular candidate that isn't McIvor.
If Nenshi got up to a convincing third with 20% support I would consider voting for him but if he hasn't made any ground up by election day the risk of putting McIvor into office is not worth voting for a fringe candidate.
As long as Barb as reasonble positions on TOD's, Suberbia, and Transit are reasonable (and we don't know that yet) then I think voting for her would be prudent.
Besides that having a good spokesperson for mayor is important for branding, and representing the city. In these categories Higgens is superior to all of the other candidates.

It sounds like you're trying to justify a protest vote. What if she doesn't have anything reasonable? Granted, she likely will, but voting for Barb based on pre-conceptions is a major folly of democracy - people think they know what they're getting, but inevitably vote for a terrible candidate.
It is every Calgary voter's task to do their due dilligence and really make an informed decision. That, however, is a next-to-impossible task. People vote based on hair styles and the color of people's teeth.

Anyone else getting calls from McIver's group?
They called my cell around 4:00PM. Asked me if I knew who McIver was and if I'm going to vote for him.
I said, "isn't he the guy who is constantly blinking and hogging all the cameras at City hall?"
Silence.
"No, I won't be voting for him. My vote is for Nenshi. Thanks!" *click*

The highest per person health care budget in Canada would tend to disagree with you along with the quality of roads in Alberta.

1 billion seems like a lot for a reserve fund, what was the 2009 audited budget at? If budget for city is 50 bil then 1 bil isnt that much. If budget is 10 bil then that is alot. Not so much that there should be a tax breab but I think the surplus should be set as a % of revenue and if it goes over then they use that money for onetime spending - likely some form of infrastructure.
