This wouldnt be the first arena to do this. The ice in MSG is on the third level of the building. My Dad always said it was weird going there because it was the only arena where the bus had to go up to get to the rink.
But I agree having that many windows would definitely effect the lighting in the arena and as a player it would be very annoying. If it was just for public skating/shinny then fine, but would not be very good conditions for an actual game.

Obviously the architecht is not a hockey player. Even as a fan I think it would be annoying.

Probably extra structural support and extra room for stairs, elevators and ramps between floors.

you dont get crazy shadows and glare coming in? I've played in a rink with very large windows at the side and found it frustrating. Not enough to really effect play, but something that can be avoided, and be cheaper to boot.

Add me as another wondering about the concept. I played in a rink with windows along the top on one side. It was driving me batty. Polarized or tinted glass wouldn't solve the problem, I don't think.

I don't know what the tint is on the glass, but even our 4:30 games there isn't an issue with glare. The rink does run east-west, and the ends aren't glass, which probably helps, but there's definitely direct light on the glass behind the benches at times. Beyond the odd feeling of seeing boats cruise past you when you're lining up for a faceoff I've never had an issue (except for heat).
If you're going to build a multi-story rink complex this seems like the best way to go. Otherwise you wind up with a big block of concrete, not exactly visually appealing, and therefore never going to be approved.

not necessarily. All NHL rinks are multi-story complexes that don't have windows in the actual arena yet are still visually appealing. You could make the outer area a concourse and have the arenas in a more solid area with some viewing windows looking into the ice surfaces.

It was of course curling ice, but the Big Four Building @ Stampede used to be a two level, world's largest curling rink.

Keep the windows for the exterior and thus the concourse and then have the rinks walled in.

these are all true....all I know is that I would hate playing hockey in an environment like that.
