Honest question, what is the cutoff for city size? 35000 is the number that came to mind, is that right?

In Canada the granting of city status is handled by the individual provinces and territories, so that the definitions and criteria vary widely across the country. In British Columbia and Saskatchewan towns can become cities after they reach a population of 5,000 people, but in Alberta and Ontario the requirement is 10,000.
Although it has numerous cities in the traditional sense of the term, Ontario also sometimes confers city status on primarily rural areas whose municipalities have been merged into a former county government. Nova Scotia has abolished the title of city altogether, with all local government taking place at the regional municipality level.
In Quebec, there is no legal distinction between a city and a town, as both have the legal status of ville. The province formerly differentiated between ville (town) and cité (city), but no longer does so.

Apparently all you have to do to be a city in Saskatchewan is be the size of Hawkwood, have a school and maybe a church.

I think it varies per province actually, but I'm not 100% sure.

Of course it can't change overnight. And crime rates pretty much fell cross the entire country - so to be honest, that's fairly irrelevant if you are doing a comparison against another location. Given the timing of your link I'm guessing it's using the same numbers.

Total Crime: -5%/+1%
Homocide: -16%/+18%
Serious Assault: -6%/-3%
Property Crime: -7%/+1%
Total Crime Severity Index: -7%/-2%
Violent Crime Severity Index: -6%/+1%

Of course you have to keep in mind these are percentage changes from the respective levels of crime in each province originally. And if you do the comparison, it looks like it got worse relatively speaking in Sask.

(I care little for the CFL in general but the numbers interest me, just look at the housing thread.)

Fair enough. Thanks for a good response. Although, I still feel safer in Saskatoon or Regina than larger cities but I guess that's just me!

Also, whoever came up with the God-awful watermelon helmets was the accident after 2 cousins got friendly.

Hope you can find a Pilsner hat around, if not I say just order it online. Probably will save you a lot of trouble!
