Tough spot. I think you are probably hooped for a number of reasons and you are only going to get yourself into trouble for prying into this woman's medical condition.
The best bet may be to collect the names and contact info for all the people you know that have been inconvenienced by the lack of short-term handicap parking. Assist these people in mounting a campaign with the City of Edmonton and building management to increase the number of such stalls. I don't imagine either the City or the building would want to have to deal with the negative publicity associated with handicap persons being denied proper access to a federal government building.
It's not going to stop the lady from possibly taking advantage of the system but it may make it more convenient for others to access the building. Perhaps along the way, the lady will get the message as well.
-Just approach her and ask her how her injury is doing. Bring up the subject of the parking spot. Stare into her eyes. You can often tell if someone is lying by staring into their soul.
Can you please get off this idea that it is a temporary spot. It is not a temporary spot, that's why it's not time limited. What the building management wants is irrelevant. Maybe it should be a temporary spot, that seems likely, but as it is it is not. Your issue is with the designation of the spot, instead of taking steps that could cause you long term problems at your job why don't you take steps to change the designation of the spot? Seems to me if you turned your rather over the top sense of outrage towards the appropriate channels you could have solved this issue a long time ago.

If I had over the top outrage that car would have been gone long time ago. And if you also read my post this really isn't about her disability it's about her abusing the parking spot. Yes I have my doubts about her possible disability but I also have no problem with her parking in the building so that the public can use the spot. Please stop making this out like I have some personal vendetta against her or any disabled people. I don't believe that is how I made my posts come across and if that is how it came across that was not the intention.

That looks pretty simple to me. The sign says no parking. The wheelchair sign with a green circle just means there is a wheelchair accessible ramp to get into the building there. Pretty sure that is not handicap parking. Phone and get her towed.

Some of your posts definitely come across as a personal vendetta against her, especially when you get into the 'she's not really handi-capped' BS despite the fact that you actually have no idea if she is or not. If your issue is focused on the spot being used for temporary access none of that matters. Focus your energy on getting a time limit placed on the spot and drop the personal stuff, that's a legit cause. Questioning the sincerity of her condition without proof makes you look just as sleazy IMO.

This is true, I am not going to put myself in a position where I can get into trouble. Frankly I was hoping someone from the general public from CP would take this one. Haha. That way the issue would be coming from someone outside of the office environment.
It really doesn't matter who is doing it. It could be someone who doesn't work at Canada Place but parks there all day long while they go bottle picking. I would still have the same attitude about it. Like I said before what I will probably do is just right a letter to bylaw explaining my reasons why it should be a timed spot and that will be the end of it.
If anyone else on CP has issues parking in that spot or have family or friends that have issues I encourge them to make a comlaint or a suggestion that the parking spot should have a time limit.

You’re letting some chick’s parking decision interfere with work that puts food on the table now. I think you are heading down the slippery slope of a mental health issue.

Actually I have today off. As you may have noticed I post very little on CP now beacause I am to busy at work to be on CP during work hours..
step one. fake an injury and get a tag of your own.
step two. get there really early and beat her to this spot.
Step three. after she parks and goes to work, move your car so other more deserving people can park there.
