Can anyone do this or tell me how??? I am tech stupid

Its a file I recorded on my HD video camera!

Import > Video Frames to Layers -- will allow you to load videos (though upon further investigation, it seems really picky as to what video formats it will accept - mpgs with lower bitrate seem most successful)

Save for Web & Devices > GIF

I use it mostly to edit GIFs, though.
