FEMA practiced for three emergencies in early 2001:
1. a terrorist attack on New York
2. a flood wiping out New Orleans
3. a huge earthquake in San Francisco
Those are alarming until you realize that they are all pretty likely events, and shouldn't come as huge surprises. Still though, the timing of all this stuff is a little eerie.

Yeah... you don't get much more unsurprising than those three scenarios...
New York is the biggest city in the US and the major financial centre of the world... where would you hit if you're a terrorist?
San Francisco has been "a city waiting to die" (name of a movie I saw in Geog) for a very long time. That one is gonna happen too.
New Orleans is in the volatile Gulf of Mexico with the majority of it below sea level... I know I wasn't surprised that Katrina happened...
Sad thing is, while 9/11 was handled well, FEMA and the state really dropped the ball in NO... so they're 1 for 2... lets hope we don't see if they can be 2 for 3.
But seriously, what else is there in the US for FEMA to test for of that magnitude with a greater chance of occurance?
As for Japan causing that hurricane... if it was someone there, and such a technology truly existed... don't you think there would be hurricanes everywhere all the time to wipe out enemies?
