That list is just the current top 20. Neil Young is on the list.
I'm partial to John K. Samson personally as a Canadian. But clearly one of the most interesting lyricists I've heard, though his voice is awful to some people, is The Decemberists Colin Meloy.

I don't think Muse deserves to be there but that's just a personal opinion.

John K. definitely.
I am a huge Neil Young fan but I think his genius is more in song writing than in actual lyrics. After the Gold Rush is a great song but the lyrics are kind of crappy.

Tom Waits shouldn't just be on that list, he should be number 1.

His voice can be awful and the lyrics can be pretty redundant and cheesy, especially on Hazards of Love, but overall, I agree with you.

Agreed. I'm all for Nick Cave and Tom Waits switching between the #1 and #2.
I'm not sure what lyricist means anyway? Isn't this kind of music just poetry set to melody?

I'm not sure either, what I do know, is that whatever it means the guy from Muse shouldn't be number 1.

The Gza aka The Genius from Wu-Tang clan.
Not many can write better than him.

I always found Stephin Merritt of the Magnetic Fields, and Belle and Sebastian, to have some pretty catchy lyrics.

Eli the Barrow Boy and Mariner's Revenge Song are the only things that really came to mind in terms of lyrical writing prowess.
