Default Creating Flash Menus

Anyone know of a program that makes it really easy to create drop-down flash menus for Dreamweaver CS4?

I wouldn't mind having to pay for something either.

Have you thought about CSS drop-down menus or javascript?

Flash isn't as easy to edit if you want to make changes after the fact.

Yes, please do CSS menus and not flash menus.

Tons of stuff out there, the hard part is finding a good one that's well supported and compatible across browsers probably.

I thought that CS4 could do dropdowns on its own. Spry menu bar that you can customize with CSS.
