City bylaw will give a ticket first.

However, they check to see if the vehicle is registered to an address near there. In other words, if the guy two doors down is parking his POS truck there, he won't get a ticket.

A fellow I work with lives in the University area. Following the Grey Cup, he noted an older model BMW parked two doors down on his side of the street. As you may know, parking in the University area is restricted and permits are required during normal hours on weekdays.

Long story short, after the car was ticketed and a notice was placed on the windshield that the car would be towed if it wasn't moved, the car finally was towed... this past Friday. November 29, 2009 to February 19, 2010.

Did it have Saskatchewan plates? Probably a riders fan that hung himself after the game, that nobody bothered to report missing.

Impossible, Riders fans can't afford BMW's of any vintage.

I seem to recall something about if it's within 100 metres of the registered address, it can stay there as long as it isn't breaking any other by-laws.

Is it registered and insured? I do not believe it can be on the street otherwise. Who insures a burned out shell?

If the guy wanted to do something useful, he would have raised the concern with the neighbors and suggested some sort of alternative solution. Perhaps your friend could do the block a favor and raise the issue with the neighbor. This just sounds like another angry person being persecuted by the big bad world, letting it fester is a bad plan.

As was mentioned though, watch out for keying. It's not that it CAN happen, it's that it WILL happen. Angry people do stupid things because they can 'justify' it.
