I get that there are some jobs where it is essential to be bilingual but this is just stupid.
No complaints, no poor performance, loved by the community, nothing broken but some jobsworth bureaucrat decides that she needs to go. Positive discrimination at its best.

“The need for bilingual services is minimal, maybe non-existent. So we feel it’s a decision made by Canada Post (suitable) for larger communities.”
