I'll throw 20 bucks down on "becoming a solid CP contributor" because it did in fact take a noob to start a thread that didn't suck and was not poop and puke (although it IS awesome, but that's another story...)

The actual # is given in the link I gave.
In general, the ticket forum is for active contributing members of the community. We don't want to be kijiji, and we don't want to be more of a magnet for scalpers than we already are. So this restriction came out of the 2004 playoff run.. it was either that or go back to having zero ticket sales allowed.
