			I used to be a process server. I would never identify myself as such unless the law firm told me the person was eagerly waitng for whatever I was serving (you'd be surprised, I got invited in for a beer a few times when serving divorce documents). Not sure if you'd know this, but wouldn't a process server be able to leave process with a person of suitable age at the residence of the person to be served? I know that is an acceptable form of service in most US jurisdictions. If so, and he didn't leave anything, it's even more doubtful that he was attempting to serve process.

In Alberta, documents commencing an action at the Court of Queen's Bench need to be served on the defendant personally.  There is provision in the rules to get an order that would allow you to serve the defendant alternatively (i.e., leaving the claim taped to his door, leaving it with any adult person at the residence, etc.) but the starting point is personal service.  
 
Small claims actions are a bit different.  You can use registered mail to serve an individual or personal service.  Even then, you can't just leave the documents with an adult person unless you have a prior order of the court.

The only thing that would make him legit is if he's not a cop but one of the new peace officers who works for the surveillance unit.  But then he wouldn't be on the streets, he'd be watching T.V. all day and not contacting people.
