Wow!
Im totally weirded out by this. I've already had a conversation with my wife about this now and told her to watch out who comes to the door. I would totally have a bat sitting by the door and would build a little mini bat/club for your sister to carry with her. Be careful man!

I hate saying this, but I feel very strongly that your sister is in real danger. I read wayyyyy too much true crime, but this is not something to take lightly. I would go as far as to hire a P.D. to try find out if this guy is stalking her, like stalking a stalker. Don't leave her alone for a minute till you figure this out. Take this Super Seriously!

Wow, that's a strong statement! Maybe she knows exactly who it is and didn't tell her mother, who knows. But to say she's in real danger is a pretty frightening thing to say. I'd be more worried about lurkers and other sketchy people than a guy who shows his face, comes by in the middle of the day and talks to the person that answers the door. I think the danger is lessened considering they would be able to identify him in an instant, need be. I'm thinking more weirdo than actual danger.

Honestly, I would be very careful about this. Try to figure out how this guy would get your sister's name. Where does she work? Does she wear an ID with her name? Is there a customer that is over talkative to her? Immediately tell the boss at work and try to get escorts to and from her car at home, and at work. Always be on guard. There is ABSOLUTELY no 'extra' police force, and certainly no officer would behave like that at all. If I was her, I would take an extended holiday from work. First though, have her sit down and try to figure out what customer might have followed her home or figured out where she lives. It could also be a coworker...This creep likely watches her work and home as well, so keep an eye out. I would escalate this with the police.
We once had someone stalking my mother (about twenty years ago), and he tried to break in a couple of times.
This could be a very dangerous situation. IIRC, this is very common for very violent criminals to try to pull.

Yeah, but if I was in the mind of a 'creepy stalker', why would I pretend to be a 'civilian officer', and ring the doorbell just to talk to my obsession in mid daylight where it's obvious that people are around?

Probably it was a way that he could confirm she lived there. Now, he knows that much more, and can stalk that much more effectively.

More information would be helpful.
What does your ma remember about the badge? Can she describe it? Was it a shield or in the form of an ID card? Was it in a leather casing?
Is she certain the term he used was "civilian officer," or is it possible this is just what she understood him to be saying? Can she describe what he was wearing? Did he have anything in his hands, like an envelope for instance? Did he have any tools or communication devices on his belt?
What was his demeanour like with your mother? Was he polite? Deferential? Aggressive?
Can she describe the car he was driving?
Is she certain he used your sister's name in the conversation before (if) she used it?
Even if you don't want to post answers to these questions, these are things your mom should think about while her memory remains fresh. She should write down as much as she can remember - it could be useful later.
Also, is there any possibility your sister was involved in, or witnessed, a motor vehicle accident or crime in the last couple of years? Does she know anyone currently involved in a civil or criminal action?

To be honest, my mom is an idiot... or maybe she's just ESL... seriously, my mom told me she was going to let him in because she actually thought he was a 'cop', and also she told where my sister was at the time... I would of never given the guy any information before he vertified himself to be an actual 'civilian officer' or even part of the Calgary Police.

The other explanation could be that this guy is just some sort of community rat who watches what people do and then tries to act powerful or authoritative to make himself feel big. Perhaps he saw your sister litter, neglect to pick-up the dog crap, or she cut him off and he wanted to confront her so he invented the term "civilian officer". I know it sounds weird, but in an apartment block I used to live in, there was an old man who used to watch people and complain about them all the time... and he even wore a sheriff's badge to make himself feel more legit.. Some people are just weird like that.
But the fact he knew her name is slightly alarming. I wouldn't panic just yet, but stay aware definitely and don't be afraid to confront him or ask questions. You have that right. The fact he is "older" doens't mean anything.... you don't need to afford him respect because of his age.

Yes, 'you' actually might just do that. Read some books by John Douglas if you really want to get into the mind of a criminal. Some of these guys think they have control, and will live in some sort of fantasy world.
John Douglas by the way is a criminal profiler...his books are fascinating but make like kinda scary.

Maybe you should be looking at security guards and the like where she works or goes to school. Maybe have mom drive by and have a look for anyone familiar like that. Could be a security guy posing as something he's not to stalk her...

Someone serving papers would be very clear as to why they are there. For example, they might say what law firm they work for, leave a card and do a follow up call. Depends on the nature of what is taking place. A civilian police force? Total hogwash.

Quite the opposite really. When serving papers, some people will go to any length to avoid being served, so they need to be really sneaky about getting the papers into the right hands. This could be the case if she's being sued or had caused an accident perhaps.
I'm still thinking this guy is just a wierdo. It seems complicated by your mother, maybe she read the whole thing wrong, heard the wrong title, or something. It's just another layer to get through to figure out what the heck he was doing there.
At the least have your sister call the cops to ask their advice. Also, write down when she called and asked for advice if he does show up again. And, be sure to tell your mom not to talk to strangers  or give out anymore personal advice.
