Not the alternator. The RPMs and low battery charge have little in common.(unless there is no power to generate a spark)
I suspect some other electrical issue.
Too bad you missed a great deal on a 97 Rav4, it could come in handy now

I had a similar problem with my old car a few years back.... turned out it was due to old sparkplug wires... replaced those wires and ran as good as new. If you are going to do this yourself, exchange one at a time. Not fun if you mix them up.

I was thinking the lack of your engine revving when you tried to rev would have something to do with sparkplugs... I'd check there.

You might also want to check to see if the fuel pump is working properly. A lack of fuel to the engine would cause it run sluggish.

Yeah, actually I just called my buddy who used to drive a tow truck and he said it sounds like the gas filter. If that's the case Minute Lube didn't tell me I had to change it. Thanks Minute Lube!

Its called minute lube for a reason, they spend more time lubing you so the bill fits than they do lubing your car.

Stay away from places like Minute Lube. Find an independant mechanic that knows what he is doing.

That was what one of the worst mis-diagnosis I've ever experienced. Car was very loud; especially when revving the engine. So Speedy Mufler removed the CC. (Back when you could.)
Turns out my problem was the fan clutch. In a RWD car the engine turns the fan in front of the rad, and a clutch slows it down to ~700 RPM. So at idle (around 700 RPM) it sounded normal. But rev the engine to 2000-2500 and it sounded like a jet engine. How I discovered the true cause; I heard a loud "THUNK" as one of the fan blades let go and shot itself through the rad.
Yeah, start asking friends who they recommend for mechanics. Get a good one, and treat him well. I've never met a mechanic who didn't like donuts in the morning, or a bottle of booze after doing a long job.
