I have the same policy with the telephone at my house, just because it rings, doesn't mean you have to answer.

I do the exact same thing. I'm sure it drives people nuts because they can surely tell that I'm home but if I'm not expecting you, I'm not answering the door.
Ditto on the phone, especially since the whole "do not call list" failure, I don't answer the phone unless I know you, and I want to talk to you (I don't have call display). I spend far too much of my time on the phone at work so once I'm home, doorbells and ringing phones are ignored. If it's really that important, they'll leave a note in my mailbox or message on the phone.
I'm sure it frustrates my friends and family from time to time but they mostly understand and accept it.
There is no way I would answer the door at 21:15. Not a chance. I don't understand why anyone would think that's an appropriate time to be ringing doorbells. Can't imagine it was too successful of a night for him.
