Not quite.
Power fliped to Peak when they heard that there was going to be a new station permitted to run hip hop (aproved to Standard Radio, proud parents of CJAY 92), which was at that time, about 25%ish of their format. They flipped to Peak LOOOOOOONGish before Vibe and Kiss were born.
To this day, I still laugh when Drew Atlas came out on stage for the Snoop in the Cowboy's parking lot concert saying that it was brought to us by Power 107, which was the most logical station at the time.
Out of literally nowhere, Rogers flipped Kiss 96.9 from top 40 to Urban/Hip Hop about a month before Calgary was to experience Vibe. One of my favourite radio stories was a prominant DJ in the city went out to remote. When he left the station, they were playing pop. By the time he got to the location, and set up, fliping on the radio... Hip Hop. Sounds like only a few people internally knew what was going on. Needless to say, he packed up and went home.
So, Power tried to be proactive, and basically have never been able to recover the 107.3 station.
Rogers got a head start on the Hip Hop game, but ultimately were better off for losing the battle, as it afforded them the change to try the "Jack" format.
And Vibe basically continued to be the hip hop for as long as they could. They still throw the mainstream stuff from time to time, but they'll never "drop it like it's hot" like they used to.
