Well the mill rate increased this year ( I think thats the .5% your are speaking of).
Is the actual assessment value of your house higher than last year as well? There are lot of factors that will affect how your house is valued.

I think our tax bill arrived today addressed to the previous owner... even though we were the ones who recently shelled out >$1000 for the taxes the previous owner didn't pay between January - April.  I'm 99% sure it's the City's mix-up... even if it's not, I'll find some way to pin the blame on Bronco.
I kind of want to see the 2009 tax damage... I wonder if I should just open the mail even though it's not addressed to me? Decisions, decisions.

Yeah your assessed value is based on July 2008, the market value was higher at that point than it is now. I don't know if its 100,000 higher or not.  The attached property sale price wouldn't impact this years assessment but next years.
Do you live in a newer area? That can affect the assessment values as well, as areas are completed the houses increase in value, and there are more sales to use when determining value. At least I think thats the case.
Although I agree with sample00 and the p0rn tax... Thats must be the problem.

I opened it. Our assessment is down $10,000 from last year. We bought the house for $100,000 less than this most recent city assessment.

Oh, my bad. I thought you were ranting about the assessment part (clearly home values have not increased 25%!).
Our taxes also went up 25%, if it makes you feel better. Maybe the City increased 10% and the province increased their portion as well (15%?)? I don't really know. I actually try to pay as little attention as possible to taxes and City Hall in general because I'll just get all pissed off about it.

Are you looking at the total assessment or your monthly installment payment? The TIPP payment has a "catch up" factor built into it as you would have been underpaying 2009 taxes up until today.

My monthly payment went from $144 to $164, so about 13.9%.
I thought we all knew this was coming.

My taxes only went up $4 a month, which given the mill rate increase, means my house's assessed value took a bit of a dive relative to the average. Cool, I guess.
I still love that my parking stall is assessed at $10,000 though.

Up $60 a month, about a 27% increase. Damn rights I want my pedestrian bridge now.
I see two improvements items that have popped up for curb and sidewalk repairs. If something was fixed it sure wasn't in front of my place. How far away can this be? The idiot neighbor across the street needed his rebuilt due to infills going in, is this it and do I have to pay for his curbs?

Do voters have to approve assessments for improvments or does the city/province/country have the right to pass those costs on to the citizens?
I ask because down here, we have to vote on bond issues before it shows up on our property tax bill. And I'm lucky enough to live in California and benefit from prop 13 so my property tax rate can't be increased beyond 1.5% of assessed value.

Up here in Canada, we bitch if we don't get it, and then we bitch when we have to pay for it.
But the answer to your question is no. Voters approve nothing. Except every three years when there's an election.
