I forgot to charge my Blackberry last night, luckily I have my USB cord on me, but it say's USB charging is not sufficient.

Verify that your handheld is connected to a powered USB charging source and the proper USB driver is installed.

You must have a newer BB. There is not enough charge from the USB port to charge the BB. You need one of the ones that plug into wall.

Am I allowed to rant here about how idiotic it is that I can't charge a Blackberry from any USB equipped device, when every other device in the known world that has a USB plug on it will?

Not true.

My old Sony-Erricsson required this as well, and so do many other phones.

The problem is, USB only puts out a general amount of power in it's plug-n-play mode it puts out less Amps than when a driver is installed to tell it to send more.

Yeah exactly, all I did was install a driver and it worked.

Devices are supposed to be able to negotiate that with the USB host directly though.

This is usually true with devices that expouse pure plug-n-play interface (ie external harddrives with no power brick, etc), but only if the manufacturer includes the code
