I've always thought that the Dock was superior to the Start/Quick Launch/App Switcher of Windows.
The functionality of the Dock and the Taskbar are essentially the same but, I think Microsoft has the better implementation now. I find myself using the Search in windows as an application launcher all the time but never use Spotlight to do it. It's so far from the dock.
I love the fact that Quick Launch and running apps have the same presence in the Taskbar like the Dock and a highlight shows running apps. Microsoft wins though by exposing the functionality of Taskbar icons with a simple hover state rather than a right click. Much better feature discoverablity.
If Snow Leopard is to see a UI redesign like rumoured, I expect to see the docks shortcomings addressed along with many of the Finder's shortcomings as it is moved to Cocoa. Nine years and still waiting for FTP to work properly from the Finder.
