Other than the fact that Annabelle makes cheap make up, it is a completely normal name.
Absolutely nothing wrong with it. Your sister's friend is an idiot. Or she just wants to steal the name for herself.
Ripping on someone for a crappy name is only ok if they are going to name their kid something awful like any of the names mentioned in the rest of this thread.

Something like this happened to me. When we found out we were having a girl, we figured out a name well in advance.
As I was discussing our future child with my pregnant supervisor, I told her the name we had chosen, Alison Grace. I went on to explain how Alison was for my wife's aunt of the same name that had died of Leukemia, and that Grace was my Grandmother's name, etc.
Fast forward two months later, someone writes on the whiteboard the birth announcement for my supervisor's daughter: Al lison Grace
My wife had never met the woman, but wanted to stomp a mudhole in her.

I agree - NEVER reveal names before the baby is born.
1)Someone will steal it;
2)Someone will tell you what an awful name it is or make fun of it to the point where you question your choice.

I just got a job as a teacher and here are the most interesting names of the students in my class:
-Destiny
-Guetsamani (pronounced "Getsomemoney"..she goes by Mani for short sometimes)
-Pablo Pablos (first and last name)
-Perla (this isnt as bad, but still?)

At my nieces elementary school, there were 2 little kids of Indian origin with names that are probably fine Indian names but don't translate well into English.
One was named; "Sukmeet" and the other "Manmeet".
I'm not at all saying the parents were cruel because in all likelihood, they didn't realize, but I can't help but think those kids are in for a bit a razzing at some point.

I have a friend named Aaryn. I know, stupid spelling. So what did he name his two sons? Ethyn and Austyn! Man I hate people who spell normal names different for the sake of being different. SO STUPID!!

I don't get the whole "stealing" a baby's name thing - first of all, if your kid is named Satchel, Khristall, Buttscent or whatever, at least he/she won't be alone in having a stupid "unique" name and maybe will only get beat up on the playground once a week instead of every day, with someone else to deflect the attention. Second, you should be flattered someone else likes the name enough to want to use it as well, it's not like it's costing you anything or affecting you in any way - except as you let it. Third, it's not like your kid is going to go thru life thinking, "Damn, if only *I* was the only Buttscent! I'm not a special little flower now, I'm just one of the faceless masses!" - 'cause if the only thing unique about you is your name, you're not unique.
Back in the old days nobody cared if you were one of the dozen Elmers or Gertrudes in town. You could be "layabout Elmer" or "drunk Elmer" or "that Elmer what likes the little girlies, see, so don't go past his house after dark", and it all worked out.

^^^ Stealing a name is only bad if a) you use it to name your dog, as another poster has already pointed out b) you are life long friends or close family.
Basically as long as the children won't be in the same classroom/school and won't be hanging out together a lot it is totally fine.
I was named after a friend of the family's son who was about 2 years older than me. We've never met and they didn't seem to care.
If it is just an acquaintance it is totally fine.

I can not stand these poorly spelled names, passed off as being creative. Its not like how some names have actual variants. You can always tell the word "artists" because its almost always overusing k's, y's, and z's.
