I did find it on snopes here, which it claims it is : Undetermined

The evidence does seem stacked against it though.

I thought I heard Snopes, while it does provide some real info, is fake itself. I heard the owners of the site intentionally produce stuff like this letter just so they'll have something to Snope. Basically Snopes was Snoped.
