I heard this also. And I don't know about the press but the general reaction here was negative. Ooops I should add that Harper was referred to as the Prime Minister by several I spoke to. But not most....

That's pretty sad--but I can do you one better. On the 5 o'clock news segment, NPR's reporter today said (I kid you not):
"President Obama was greeted in Ottawa by Canadian Prime Minister Stephen Hadley."
This is NPR! My faith in public radio has been shaken to the core. They corrected the mistake in the next hour, but still.

I just know his first name is fillipe, cuz there was a guy I worked with with that name and every time I see it I think of him. I do know that he is the president though!
Edit: Apparently I cannot spell it correctly, but I was close!

So, they called him by three different names/titles? They are just throwing crap at the wall, hoping something sticks.
It pains me to see this kind of thing. I think back to my Journalism school days and how strict they were with spelling and fact checking. We would fail assignments/classes for less than this.
