The reason you can't upgrade the hardware right away in the plan is because you get a significant discount on it when you sign the first 3 year deal. If they upgrade you 6 months again at a new 3 year plan discount, they are giving you an additional hardware discount and losing out on 2 and 1/2 years of profits in the mean time.
Unless you have a massive account and pay a ton in monthly fees, it'll be very hard to find any company who is willing to give you another new phone at the 3 year discount in the middle of your contract.
The '3 year' prices on the phones are significantly lower than the actual cost of the phone. They can't offer that to a customer over and over again within the term of the first contract.
If you wanted to purchase the hardware outright, they'd have no problem with it. Heck, they might even give you a small discount, but they can't offer the 3 year discount again unless the contract is up.
The only time they will offer a 3 year discount mid-contract is if you are going from plain cellular to data, as they know you'll be spending a lot more per month.
