Tivo is not available in Canada and Hard Drive video recorders certainly don't have full market infiltration due to their cost/result ratio.
Also, if you mute the television during the commercials you have to watch them to know when your show comes back. If you don't it is possible to miss parts of the show due to non-standardized commercial break lengths as is the case with changing the channel.
I seem to have poked a hole in your "many options to avoid commercials" theory.

Well there is a pretty typical amount of time that the commercial break will take up. You can time it.
As for TIVO, I know a friend of mine has a digital cable box that records shows. The actual "TIVO" brand might not be available here but there is the exact same system.
And of course you can record a show on a regular VCR, and then fast forward through the commercial afterwards.
There are plenty of options.

Most people here are Canadian FDW, especially the ones who view the Canadian Tire commercial. Tivo is not available in Canada.

Meh, I don't get the big deal. I don't love commercials, and I certainly don't turn up the volume when they come on, I just see them as the price I pay for watching the show (in addition to the price of cable, unfortunately).
You can flip around a lot during commercials, but I'm not sure how that's better... and you might miss your show when it comes back on.

Or worse completely forget what you were watching and miss the whole thing and then flip back for the credits and then you must curse yourself and not the Canadian Tire star.

That is me to a tee. I constantly do this. I'll miss half an hour of a movie I was watching because during commercials, I'll flip around and Biker Build Off or something will be on.

Well, the cheapest Digital PVR I've seen was in the $400 region so obviously it's not down to a price point where full market infiltration has been obtained.
Yes, you can always record the show on your VCR and watch it later so you can FFWD through the commercials.
The problem with either the PVR or VCR routes is that you give up watching the shows at their original air time with the majority of the population thus leaving yourself open to spoilers from other media outlets. Ever try watching a hockey game hours after it was played? You almost always get the outcome spoiled by the radio or sports updates.
