Did he go back to the registry he got licence from? Whenever I have made changes on licence I have gotten it back within a week. Generally its up to two weeks though so going into 3 weeks is brutal.

Whip up a fake ID? If you check in and print your boarding pass online, they only check it at the gate and they never look that hard.

that sucks....they used to just make them right there. Maybe if he has some other sort of id...like his birth certificate and maybe something that says his name and has a picture like a work id or soemthing

One other thing to think about- places like Money Mark offer a photo ID service. Not sure how well it would be received at an airport; but last time I was in Money Mart (back in my broke university days) the guys who were coming in to get that ID card made were people who said they needed it to visit somebody in prison.
Also, did your buddy get Alberta health right away too, or does he still have his OHIP card? Because the OHIP card has a photo on it.
Yeah, I agree the entire "wait for us to mail it to you" rule now is silly. Instead of taking the DMVs that were making fake IDs and sending the owners to jail for 10 years, they decided it was better to break the system.

If he's just flying within Canada, his birth certificate and SIN card should be sufficient.

2 pieces of non-photograph government ID is good enough for domestic.
