Can someone please tell me and others who don't know what the hell it means? I've seen it a few times recently.

I believe, when used on CP, it refers to a completely random and unreliable source of information. I think a year or two back someone posted a BIG rumour here and it turned out their source was some guy standing in line waiting for an Orange Julius.

I'm sure someone else can elaborate further...
