Default Good restaurants for large gatherings

I'm trying to organize a birthday party for my father this year, which will be over the holiday season. We're expecting about 24 to 30 people. The two options would be renting a room and having it catered, or just booking a room at a restaurant. Can anyone recommend a restaurant or facility that has good food, nice decor, and can accomodate these sorts of private functions?

Almost any restaurant will sit a big party if given enough notice and even give you discounts on top. What area of the city were you thinking about?

Not during the holidays IMO. I've been trying to find a place to take a group of 30 and most places seem to have minimum spending...mostly around $75-100 a person.

When places do that they're usually putting a 15 to 25% gratuity on the price, given that with huge bills people don't normally tip appropriately.

Well that's true, and I understand that....but they certainly aren't giving out discounts, atleast in my experience.
