The part that sucks for about getting it towed is that not only are they going to have pay to get it out of the impound but they are also going to get a ticket for not having registration. I am not sure what the fine is for that but I'm assuming it's around $200?
The neighborly thing to do would be to leave a note... give it a week... then get it towed.

I say screw em. The neighbourly thing to do would be to not leave an undrivable vehicle with tags that expired 18 months ago on the street.
A couple hundred dollars is a suitable stupid tax.

I second that motion. By leaving the vehicle parked without moving in the sweet-spot of a busy neighborhood for an extended period of time. The person in question has given up the right to be treated "neighborly". He could care less about being inconsiderate to his neighbors, why should the people in the neighborhood allow him any kind of consideration?

Have it towed. If it's full of stuff and somebody burns it, who knows how high and where the sparks will fly. Never mind the smell.

This is what I would do too. There's a chance that someone could be using it quasi regularly for purely storage purposes. As ugly as it is and against by-laws, don't have a pile of someone's belongings towed without warning. Give them a chance to move the van then have it towed.

There's no need to put a warning on it yourself. When by-law is contacted, they will give their own warning before towing. They do after all have to confirm for themselves that the vehicle isn't moved.
The bylaw in Calgary states this:

Frankly, I'm shocked he hasn't been ticketed/towed yet. If a vehicle isn't moved in a 72 hour period, then it can be ticketed and towed. Usually though the bylaw officer will mark the wheels, then come back to see if it's been moved. If it has, then unfortunately you have to wait another 72 hours before complaining again.
As to the original question in the thread... yes, I'd be calling about it. I did it last week to someone that decided to park their 5th wheel RV on their front lawn for a week. Not sure what they did with it... but when I spoke to them after, they thought they could keep it there! Ha. You couldn't even see their house with it parked there.

After 72 hours. Actually, if it's not a driveway, I guess it's not considered a highway and you can maybe get it done right away.

I'd report it in a heartbeat and have actually done so with an obviously abandoned car by my home. I called the police and they came and found it was stolen. Get it out of there. Why should you have to look at an eyesore?

I like that idea. I think it would be more fun to take it out into the field, and then slowly, over months, dismantle it, and occasionally send him a picture of his increasingly dismantled piece of crap in the mail, or leave a piece of it (a windshield wiper, a gasket, etc.) on the doorstep.

Yah, I'm sure his intensions were to piss off the entire neighborhood by parking the "storage bin" on the street. I doubt it.

If the vehicle is parked on a public road it must have a minimum of $200,000 liability insurance on it, as well it must be registered. So if it is not registered it most likely is not insured so you can call the police. The owner can be charged for not have insurance/registration on it. I would maybe try and talk to the owner first to see what he is planning on doing with it. If he won't move it then I would call the authorities to deal with it.
