Getting All the cable channels on LCD TV

TV downstairs gets all the channels, TV upstairs only gets a few (mostly local with a few cable). Why is this? I've fiddled with the menu settings but can't figure it out. I'm sure it's just a quick fix, both tv's are hooked up the same?

Are you sure the antenna / cable mode isn't set to "antenna"?

It should be cable, or you will only get up to channel 13.

You might have to do a channel search so it can "add" the other channels.

I tried that stuff before, it didn't work. Could it be that the tv doesn't have a tuner built in? Because it get's a few cable channels I ruled that out.
