I actually like it, its a system to pare down the pure volume of posts.
Posters with higher skill counts and post counts will typically draw a bit more attention.
Then again, I have all the skillzz, with 'z's.

You're kidding right? The mods do a pretty good job, the absolute last thing anyone wants is for every CP Poster to have the ability to assign skill points to any other CP poster.
It would culminate in mass hysteria.

I think its more important to just have some fun with it. Some people take the skill points either too seriously or too personally.
They're just not having any fun.
But at the same time, if it helps deter some of the more inane posts then it keeps the boards just that little bit less cluttered.

OK, maybe giving everyone the freedom is pushing it, but instead of giving 'certain' individuals the opporunity, why not rotate it, spread it around?

As the Mods have said before, if you think a post deserves 'skill' (positive or negative), report it and say so. The Mods aren't going to see every post, or think a post is as good or bad as you, so sending in the suggestion is a good way to give extra visibility to the post. They may not agree, and you'll never know if the post got skill for it, but at least it'll be looked at.

Just as Calc says, if a post is really good in your opinion you are allowed to report it and suggest that you think it's a good post. Likewise if a poster has made a lot of good contributions anyone is welcome to pick a post, report it and suggest that this poster overall makes a lot of good contributions to the site and should be recognized for it.
Moderating this site is no small task, thats why there are quite a few of us trying to stay on top of it. So yeah, we probably do miss good posts in terms of handing out skill, and there are posters who probably have a colored square one way or the other that isn't neccessarily reflective of their contributions to the forum. It's still a work in progress and it's still be tweeked to a certain extent.

my suggestion is that any time someone is quoted with this  by another poster they should just get a red skill square
by that count then I think I would have 2 red squares now hehe

It would also be nice if we could actually PM the moderator account (like we were told to do in the event of a skills question/issue rather than raise it on the board) and actually get a response.

Well, I moved for the very first time about 2 weeks ago.
I guess in probably about 3000 posts since the skill system came in I've only ever made on poor post. I guess the other 2999 ones I made were considered Neutral?
A lot of posters seem to get locked in and never change.
I know also I've made some gems on the 'other sports' forum on the Raptors/Jays and they are always passed over. Just my opinion. Maybe it is time to add some new blood to the 8 or so people giving out skill - spread it around so it doesn't just encompass the moderation team.

^Again though anyone can report a post for rep and for the most part when they do - we listen.
In that sense EVERYONE has the ability to award skill.
Most just choose not to. The number of posts that get nominated are very few.
Everyone has the option to be a part of this.

I don't think anyone should take the skill system too seriously. Just use it as a troll spotter. If someone has as many negative skill squares as experience squares, they probably suck at the internet.

I think the skills should be the same as the custom name titles. Mine makes no sense, so why not just write something like "lacking" beside my skill?
Maybe "co*k 'n ballz" on fotze's?
That would be waaaaaaaay better.

I've always wanted to open up the skill so that everyone could give it as an experiment to see what would happen.. the downside is it would encourage groupthink, and we get enough of that as it is.
Yeah definitely report stuff for skill, we appreciate it.
