I don't really view skill as being an important thing. The quality of the poster becomes quite apparent if you read their posts on an ongoing basis. There are quite a few posters on here with blue skill that I consider to be good posters.
IMO the Exp thing is a bit better of a gauge because typically posters that have a lot of posts tend to be good users (Like the pair of you above etc).

I liken CP skills to NHL officiating..
- not everything is going to be "called"
- not everyone is going to like what was "called"
- somethings shouldn't be "called"
- some "star" players may be given a longer leash
In the end it isn't so bad.

Personally I find it a little bit pointless. Although it can help identify trolls when I'm in a thread where someone starting a lame argument about the Flames/Canucks/Oilers. Other than that I find it pretty useless. Can't say I've ever based my opinion of someone's post on their skill. ALthough don't confuse useless with dislike. I'm very apathetic, like my grey skills.
4X4 you might be right though, it may curb some trolling because people want to avoid a blue square.

Is there info on the web site somewhere on how this all works... e.g. who gets to add to reputation, User CP, etc.? I skimmed through the FAQ and couldn't find it. I tried to search, but, my dog, the verification code feature on this web site is almost impossible to decypher.

I could go either way with it. If I'm reading a particularily poor post and I look up and see the guy has a couple of blue squares then I usually think to ignore the rest of the post and future posts by the same user. At the same time I think there are too many users on this forum who have been docked skill too easily and then not recognized for quality posts after that. There are folks on here who have one blue square and have carried it for far too long despite being quality posters. There are also some who, IMO, have been extended longer leashes because of who they are or how long they've been here.

I still don't really get how it works.
I've seen posters go from multiple blues to reds and the opposite. I've seen posters who've never moved. Then there's the ones constantly digging themselves a hole and of course, the usual group who just gets more and more reds.
I don't know if posts in the Off Topic area have any effect on skill, or if it's just reserved for the hockey talk, which might explain why I've never gotten a post judged one way or another since I mostly just lurk the hockey forums.
So I guess I'm just as neutral on the skill system as it's neutral on me.
